Central Valley Oil Mill

Heavy Industrial Site for Edible Oil Processing Plant

Verge Civil Engineering was hired to manage site civil for a new 40,000 square foot edible oil processing plant, including heavy truck loading zones, tank farm pads, and process water management systems. The facility was designed to process locally grown oilseeds into cooking oil and animal feed. Zachary’s team navigated complex industrial permitting requirements from the start.

The Challenge of Projects

The site had a naturally high groundwater table, only 4 to 6 feet below existing grade, which made excavation for utility trenches and tank foundations difficult. The plant also required specialized spill containment for oil tanks to meet EPA and local fire codes, including secondary containment berms capable of holding 110% of the largest tank’s volume. Seasonal flooding from a nearby drainage ditch added another layer of risk.

Project Requirements

  • Verge designed reinforced concrete truck aprons capable of supporting 80,000‑lb loaded tanker trucks.
  • A secondary containment system consisting of 6,000 cubic yards of lined earthen berms was built around six 30,000‑gallon oil storage tanks.
  • A Stormwater Pollution Prevention Plan (SWPPP) with daily monitoring was implemented.
  • 500,000‑gallon fire water reservoir was constructed to meet insurance requirements.

Project Results

The facility passed all environmental inspections on the first attempt and received its operating permit without delays. Within 90 days of completion, the mill was operating at full capacity, processing 200 tons of seed per day. No spill or containment breaches have occurred after three harvest seasons.
